Appearance: Long, shaggy dirty-blonde hair frames a face that can almost be described as "normal." The hazel-green eyes staring out from underneath the hair may seem slightly odd at first; slightly more intense than normal, while almost seeing less. However, when a closer look is taken, the dark circles underneath the eyes become more pronounced, the ever-present stubble on his face rapidly becomes a cloak of shadows, and the grin on his face becomes something queer indeed.
Beneath his deceptively calm face lies a normal body. Weighing in at around 190 pounds and measuring up to 6'2, Walter is a force to be reckoned with. His wardrobe is simply indeed, consisting of an average pair of loafers, dark khaki pants and a blue jacket worn over whatever shirt he feels works for the day. (Not that he makes any effort to choose a decent shirt; rather, it is the shirt that is nearest and wearable that will be chosen.)
Personality: For the first eight or nine years of his life, Walter led a life that could only be called "slightly unorthodox." Though many traumatic events happened, Walter remained relatively stable - only developing an intense fondness towards his "mommy," who - he had come to believe - was actually Room 302 of South Ashfield Heights. This fondness towards a mother figure, whether male or female, and somewhat dependent personality has persisted into adulthood; this is mainly because Walter had not been attached to Valtiel by this point.
All that needs to be stated about the Valtiel period is that Walter became a person with a very one-tracked mind; his determination to see his mother, combined with Valtiel's determination to bring the God of Silent Hill to an earthly realm, led to a very simplistic outlook. When Valtiel was ripped away from Walter, however, everything changed about him.
The rather dependent personality remained the same, in honesty - Walter is constantly searching for a mommy substitute, or at least someone with whom he could try to connect. However, thanks to his experiences with Valtiel in his soul and his trauma as a child, Walter finds it incredibly difficult to connect with anyone at all. Add being dead for ten years into the mix, and what comes out is an incredibly confused young man who can't think straight.
He is, in all honesty, an intelligent man, and can adapt rather quickly to things around him. However, as of the point where he was possessed by Valtiel, worldly knowledge (save for that which would assist him in his goal) became useless to him. Therefore, it could be said that he has the capacity for intelligence, but lacks any "smarts" at his core. (Of note is his rather simple, but proper English - in the Wish House, proper English was drilled into the children, often so they could read the holy writings.) Much like a child, with their different reactions to various situations in which adults would act completely differently, Walter does not always react in the standard fashion. This is partially due to his mind skipping from a somewhat regressed state to the mature state it is in now, and partially due to the shock from living once more.
Also of note is the fact that Walter grew up in a completely different world; even at a young age, trauma and beatings were common, and by the time he was possessed by Valtiel killing was only a means to further his own goal. He does not understand most of the taboos which society has set forth. Sexual things are completely unordinary to him, and the various taboos which surround them are completely unknown. He is unaware of the consequences of a murder, and if he feels it would help his own situation and the others around him he would not hesitate to kill someone off. Looting shops and the like is not a moral dilemma for him. He could almost be called a completely practical man, in that emotions influence very few of his decisions.
He has, quite literally, no empathy for others. This is not to say that he's heartless; rather, that he can not interpret any body language or tones to understand that something is wrong with people. This may change as time goes on, though, as I've already said that Walter is great at adapting. Once he sees certain "symptoms" enough times, it's likely that he'll begin to associate it unconsciously.
Thanks to the rather straightforward approach Valtiel!Walter took to things, Walter has a hard time planning ahead more than a few steps; rather, he simply finds what will help in the short term, with no thought for the long term.
However, thanks to Walter being an ordinary human (for the most part), he now does feel emotions. Maybe not an average human's emotions, but they're there. On top of that, it's entirely possible that Walter will grow some sort of moral compass thanks to his regression to a normal human.
To put it bluntly, Walter is a man with the mind of an adult - but a mind still in its developmental stage. The natural feelings which were supposed to be instilled by parents are nonexistent; and the experience that life is supposed to give was rendered null and void thanks to Valtiel.

As such, he's always had some form of control over Silent Hill's realm, while remaining part of the real world. When his body was hidden in Room 302, it began to manifest its latent powers through hauntings in the room. However, by being dragged back into the realm of the living and into another "world," Valtiel's influence has been - for the most part - ripped out of him. A small part remains, giving Walter the still slightly-supernatural occurences around him.
Essentially, in places he is at (he will most assuredly not be able to control this immediately, and even if he does learn how it'll still be practically useless), the otherworld shows through in different ways. Radios may immediately turn to static; TVs may turn on, sometimes showing images that could come from no TV; and things have nasty habits of reappearing in different places, often different then what they started out as. Metal may rust in extreme cases and the like. His power is, to be brief, still being somewhere in between Silent Hill's realm and Cloverfield!Manhattan. (A note - this does not give him SUPARPOWERS or make him remotely invulnerable / not in the world. Even though he may be somewhere in between, that's only spiritually; physically, he's all real and can be harmed as such.)

Having just had Valtiel ripped out of him, he'll be unused to many things, and the slight amount of sanity that will have returned to him will just confuse him even more.
For the moment, he's also essentially incapable without outside assistance; he has no idea what to do to get things done for himself.

Found by the superintendent of the apartments, one Frank Sunderland, Walter was relocated to the Wish House Orphanage. Things did not go smoothly for him there, and he was beaten, abused, and eventually indoctrinated and hypnotized by the cultish ideals of the Order of Silent Hill.
At around ten years old, the Order succeeded in twisting the essence of Valtiel in with Walter's soul, corrupting who he was. For backstory - Valtiel is the "Valet of God." His purpose, aside from turning the calm realm of Silent Hill into the more hellish version, seems to be to help birth the God of Silent Hill. As such, his influence in Walter caused him to attempt and birth the god without standard means - instead of waiting for Alessa, Walter would simply force it to the earth through ritualistic means. Convinced that this would bring him his "mother," Walter followed what he felt would work.
And thus, the 21 Sacraments began. Ten dead - then a suicide. However, Walter's journey was not so easily stopped, and he continued his prowl after death. In the following weeks, only a few - two, three, four - deaths ensued.
Skip ahead ten years. The sixteenth victim is suddenly found. Chaos ensues as within the week three more bodies are found, bringing it up to nineteen.
However, things are not so easy for Walter and the final two victims, Miss Eileen Galvin and Mister Henry Townshend. Before he is able to reach them fully, he is dragged from the peaceful chaos of death back into the real world - this time as a living being - and with most of the second presence within him ripped out, leaving just the original Walter.
Confusedly, he begins to make his way around Manhattan Island.
